The Nortel TN-4XE is a legacy SDH Add- Drop Multiplexer (ADM) and is used for SDH transport. It has two STM-4 Aggregate cards (centre of the shelf shown below) which can transport the optical signal at 622 Mbps speed.
There are various tributary cards for this system which sit either side of the Aggregate card cards in the shelf including STM-1 optical and STM-1 electrical. Also used in this system are 34 Mbps tributary cards of various types.

It can be hard to find spare parts for legacy Nortel SDH and so repair makes a great deal of sense for the operator. Especially since this equipment is typically being used for a much longer period than was envisaged by the manufacturer due to its robustness.
